Approvals, safety and toilets ​

Current working record - updated from the official protocol. This page combines the BH Gmunden preliminary-meeting protocol, file Ge20-3865, with the more detailed owner notes from 19 August 2026. It is not a permit, final legal assessment or substitute for the approved plan.

Current approval case ​

  • Submit the complete hall layout with five escape rooms and one children’s room.
  • Build the complete hall layout and common infrastructure from the outset.
  • Completely finish and operate only two escape rooms at the opening.
  • Apply for a maximum of 50 people, even though an earlier theoretical maximum calculation reached 70.
  • Use the approximately 20-30 people recorded as usual simultaneous operation as an operating-description input, while retaining 50 as the requested maximum.
  • State the maximum people in every room and ensure that operating procedures keep the whole premises within the approved maximum.

Fire separation - item for Herr Gillesberger ​

The meeting record distinguishes two building elements:

Do not assign a rating in the tenant plan until this check is complete. The detailed plan and technical design must then consistently show the fire-separating walls/ceilings, doors and treatment of penetrations.

Escape doors and emergency opening ​

  • The hall exit door must open in the escape direction if required for the approved occupancy. The BH discussion highlighted the requirement especially for rooms with more than 15 people.
  • The hall exit is currently expected to be the only door affected by this specific replacement. It will likely require replacement and the required panic hardware; confirm the product and exact requirement in the plan.
  • Every escape room, the children’s room and every room formed inside another room must be openable in an emergency.
  • Emergency release must work without solving a puzzle, using a key or relying on the game software, mains power or ordinary operator action.
  • Show every normal door, emergency opening and door swing in the detailed plan.

Escape routes, corridor and lighting ​

  • Show the measured escape-route length from every occupied room to the final exit.
  • Size the corridor as an escape route for the maximum number of people evacuating at once, with at least 1.5 m clear width; it is also part of the accessible route.
  • Provide adequate minimum/general lighting throughout the hall.
  • Provide safety/emergency lighting throughout the escape-route system, with particular attention to every change of direction, door and exit.
  • Have an electrical contractor define and document the lighting arrangement for the submission and later commissioning.

Customer and staff sanitary facilities ​

For an application maximum of up to 50 people, the BH advised the following layout:

One customer WC may be redesignated as the employee WC if it is clearly marked, reserved and lockable against customer use. The current two-cubicle arrangement is therefore not the current submission basis and must be expanded/replanned.

The official protocol expressly states that an accessible WC is required. Its exact location, dimensions, movement areas, fittings and accessible route remain design tasks. The 1.5 m corridor width alone does not prove complete accessibility.

Employee rooms and equipment ​

  • Use the kitchen as the separated employee room for eating and drinking.
  • Provide employee lockers/wardrobes.
  • Mark the staff room, lockers and staff-only WC in the detailed plan and operating description.

Technical projects ​

Ventilation and heat pump ​

  • A qualified installer must prepare a ventilation project.
  • It must calculate the necessary air quantity separately for every room based on the stated people.
  • Provide data sheets, exact positions and relevant dB/noise data for the ventilation and heat-pump equipment.
  • Submit this information to the BH and coordinate all penetrations with the fire-separation design.

Electrical ​

  • An electrical contractor must plan general lighting and the complete safety/emergency and escape-route lighting system.
  • The finished installation must match the approved room layout and be commissioned before operation.

Waste-management concept ​

The BH indicated that a simple written concept should be sufficient. It should list:

  • expected waste types, such as residual waste, paper/cardboard, packaging, glass, batteries/electronics, lamps and construction/maintenance waste;
  • expected handling and temporary storage;
  • how each waste stream will be separated and disposed of; and
  • who is responsible for disposal and records where special waste requires them.

Do not invent quantities before the opening operation is better defined.

Four-copy submission checklist ​

  • [ ] Confirm the formal applicant/operator; the protocol names Herr Renner as Konsenswerber, while the intended operator is Renner Interaktiv GmbH.
  • [ ] Confirm the procedural route with the planner/BH; the official protocol leaves Neu, Änderung, 359b, 81 and 74 blank.
  • [ ] Appoint/name the project planner; the field is blank in the official protocol.
  • [ ] Application form confirmed current, completed and signed.
  • [ ] Operating-description form confirmed current, completed and signed. The official protocol does not mark its handover checkbox, although the owner notes say it was received.
  • [ ] Land-use plan and cadastral plan.
  • [ ] Open-space plan with traffic/green areas, parking, storage and any applicable noise-protection/infiltration features.
  • [ ] Site plan with property and operating-area boundaries, utilities, access/development and existing construction.
  • [ ] Detailed scaled plan of all rooms, walls, ceilings, doors and escape doors.
  • [ ] Dimensioned, clearly coloured floor plans with door/window dimensions, required sections and existing construction/fire walls.
  • [ ] People per room and total maximum of 50.
  • [ ] Escape-route lengths and corridor dimensioned for the maximum evacuation load, never less than 1.5 m clear.
  • [ ] Accessible WC and complete accessible design.
  • [ ] Fire-separation details after Herr Gillesberger’s clarification.
  • [ ] Electrical/safety-lighting design.
  • [ ] Ventilation project with room-by-room calculation.
  • [ ] Heating and ventilation detail projects, including equipment data sheets, positions and dB/noise data.
  • [ ] Waste-management concept.
  • [ ] Operating processes, planned operating times, wastewater and employee information/facilities included consistently.
  • [ ] Four matching copies of the full package.

Source reconciliation before design freeze ​

  • Area: the official protocol records a 325 m² storage hall in the upper floor over an existing vehicle workshop. The listing says 375 m² and the existing plan labels Hall 2 as 355.25 m². Confirm the leased and procedurally relevant area with Herr Gillesberger and the planner.
  • Applicant/operator: the official protocol names Herr Renner as Konsenswerber; the formal submission is intended for Renner Interaktiv GmbH and must use one consistent applicant/operator identity.
  • Official project/site wording: Errichtung Escape Room in best. Halle, Gschwandt, Münzfeld 27.
  • Authority participants: Daniela Hüthmayr (legal officer) and Bmst. Platzer (trade-technical expert).
  • Potential experts: the official form lists several possible expert disciplines, but none is checked. This is not confirmation that the later procedure will require no expert review.

Timing and remaining gates ​

The BH gave a planning estimate of around three months from submission to approval. This is not a deadline guarantee. The period may depend on a complete application, expert reviews, corrections and other required procedures.

Construction and operation remain separate gates: the meeting did not itself approve the project. Do not operate the venue until the formal BH decision, required commissioning and any necessary municipal building-law confirmation are complete.

The protocol covers only operating-facility aspects under GewO 1994. Other legal procedures must be checked proactively with the responsible authorities. A final assessment follows the complete submission and may only be possible after a site inspection; the protocol does not claim to be exhaustive.
